I believe you're correct!
This is Pablo in ther post-Bozo hair life when he is trying to be a legitimate member of society.
On second thought, it could be Boz, ROTFLMAO (rolling on the floor, laughing my ass off) If you don't know Boz, he has more hair than...um...anything else in the world.
Most definitely Pablo, I harken back to the apartment days when nary a piece of headgear could contain him. A top hat with some glasses and he could have been Slash.
